Prime London Rental Market Trends

The anticipated introduction of the Renters’ Rights Bill later this year represents a major legislative change for both landlords and tenants. While the new regulations mark a pivotal shift, the immediate impact on London’s rental market remains limited. Rental stock levels have remained stable compared to last year, with no indications of a mass exodus of landlords. However, the trend does continue. In 2024, nearly one in four homes listed for sale in London had previously been rental properties, compared to one in five the previous year. This trend reflects the ongoing challenges faced by landlords, including high mortgage rates and increased regulatory burdens, prompting some to exit the rental market.

The prime London rental market continues to demonstrate resilience, with average rents now 22% higher than in early 2021. However, affordability ceilings are beginning to limit rental growth in certain areas as the average rents in London were 2.4% higher than a year ago — the lowest increase since 2021.

Outlook for 2025

International factors continue to shape the prime London rental market. For many overseas tenants, renting remains a preferred option over buying, given the increased stamp duty, the annual tax on enveloped dwellings (ATED), and the abolition of non-dom tax status.

Looking ahead, we anticipate prime London rents to rise by 3% in 2025. While affordability pressures and increased supply may temper growth in some areas, high-quality and competitively priced properties will continue to attract robust demand from domestic and international tenants.

Legislative News

On 14th January 2025, the Government’s Renters’ Rights Bill passed its third and final reading in the House of Commons. The final draft has now been sent to the House of Lords, with its first reading scheduled for 4th February 2025.

Lord Best has indicated that while some amendments to the Bill are likely, its core objectives are expected to remain intact. If only minor changes are tabled by the Peers, the Bill could progress swiftly through the Lords stage.

Given the Bill’s advancement, it is anticipated to receive Royal Assent by April 2025, with some provisions coming into effect immediately. Other measures, such as the introduction of the Decent Homes Standard, are expected to be implemented at a later stage, potentially in 2026.

For responsible landlords offering high-quality properties, the material impact of the Bill is expected to be minimal, especially when supported by a knowledgeable and experienced letting agent.
