The autumn market in Prime Central London is now underway, with demand holding firm even as Landlords and Tenants navigate a changing policy landscape. After a busy spring and summer, we are seeing tighter supply, steady demand and selective caution among super-prime Tenants as the Budget approaches at the end of November.

Rental value growth strengthened through September, with prime central London rents now around 1.8% higher than a year ago. At the same time, the number of new lettings listings in prime central London during the year to August was 3% lower than in the previous 12 months, highlighting that supply is still struggling to keep pace with demand. However, Rightmove data also indicates a higher proportion of price reductions this year, as some Landlords adjust expectations to secure Tenants. This reflects an increasingly divided market where well-presented, accurately priced properties continue to let quickly, while secondary stock can take longer to move.
Supply, rather than a sudden surge in demand, is the principal factor pushing rents higher. More Landlords are testing the sales market, or taking a step back from lettings, in the face of looming legislative changes, which is tightening available stock.
At the same time, higher value demand remains uneven. The super-prime bracket showed stronger activity earlier in the year, but there are signs of a late summer easing as some Tenants adopt a wait-and-see stance ahead of the November Budget.
Several policy developments are currently influencing landlord decisions and shaping investor appetite, and they are particularly relevant for those holding prime lettings stock. The Renters Rights Bill remains the most immediate legislative speedbump, with changes to possession rules and landlord obligations likely to have a lasting impact. The Bill continues to progress through Parliament, with recent stages completed in both Houses, and its passage has already prompted some owners to reconsider letting their properties. The Bill is widely expected to be implemented by the beginning of next year. We are monitoring the timetable closely and will keep all Landlords and Tenants informed as soon as the final measures and implementation dates are confirmed.
Taxation risk is also emerging as a factor. Recent reports suggest that rental income could be subject to National Insurance contributions if proposals are included in the Autumn Budget. This would create an additional cost layer for Landlords and may further reduce supply, potentially pushing rents higher as costs are passed on. Market commentators have noted that any such change could prompt more Landlords to exit the market, adding to the current supply pressures.
Landlords, particularly those with prime properties offering modern features and quality finishes, continue to benefit from resilient demand and improving rental growth. Tenants still enjoy some leverage where stock is older or less well presented, though competition remains strong for superior properties in the best locations. Prospective renters should be prepared to act quickly when the right home becomes available.
