What Landlords Need to Know About the Renters Reform Bill

The government’s long-awaited Renters Reform Bill was presented to parliament on 17 May.

On May 17, 2023, the Renters’ Reform Bill was presented to parliament by the government. These groundbreaking reforms, labeled as “once-in-a-generation,” aspire to deliver homes that are safer, fairer, and of better quality.

If you’re wondering what it will mean for London landlords, here are the key takeaways:

Overview – the bill promises to “bring in a better deal for renters”, including abolishing no fault evictions and reforming the grounds for seeking possession.

Section 21 – no fault evictions will be abolished. Instead, there will be a simpler tenancy structure where all assured tenancies are periodic.

Grounds for possession – these will be more comprehensive, so landlords can regain the property if they wish to sell. It will also be easier to repossess properties for anti-social behaviour or repeated arrears.

Rents – tenants will be able to appeal “excessively above-market rents” designed to force them out. Landlords will still be able to increase rents to market price and an independent tribunal will make a judgement, if needed.

Property Portal – an online portal will be set up containing all the information agents, tenants and landlords need about legislation, their responsibilities etc. It will include a database of all landlords and rental properties, including details of landlords who have received banning orders.

Private Rented Sector Ombudsman – this promises a “fair, impartial, and binding resolution to many issues” and is designed to be a quicker and cheaper way to resolve disputes than going through the courts.

Pets – tenants can request the right to keep a pet. The landlord must consider this request and cannot refuse it without reasonable grounds. Landlords will be able to require pet insurance to cover any damage to the property.
